At the April 25th meeting of the Rotary Club of Tryon, Scott Hooper presented a program on the federal budgeting process. Hooper, a West Point graduate and career infantry officer, spent 26 years on active duty retiring as a Colonel in 2016.
In addition to serving in overseas combat tours, Colonel Hooper served at the Pentagon where he was active in preparing military budgets. Given recent news about government shut down and continuing budget resolutions, his presentation was most timely and informative.
